The Folly Lane Allotment Group (FLAG) is an association of the tenants of the Folly Lane Allotment site who wish to co-operate to ensure that the site operates smoothly.
FLAG works with St Albans District Council as allotment landlord, to promote security on the site, to help with the management of the site, and to ensure that tenants share the benefits of a well managed-site.
FLAG has a Committee of three Officers with others co-opted from time to time. The three Officers are the named committee members authorised to sign FLAG cheques.
The Committee meets every three months or so.
FLAG holds an Annual General Meeting each year, open to all paid-up FLAG members.
Other General Meetings may be held if necessary, and if 10 members make a written request for one.
The Committee Officers are as voted in at the AGM for a year, and can stand again for subsequent years.
Quorum for AGM votes is four members.
No member shall receive any payment for any work undertaken for or on behalf of FLAG. Expenses incurred may be reimbursed.
Chairperson
Chairs meetings, creates agendas, writes minutes, etc. as necessary.
Issues periodical newsletters to all members.
Holds master key to the tool shed.
Superintends renewal of suitable insurance for plot-holders interests.
Secretary
Maintains membership list.
Sends out communications as necessary.
Maintain the FLAG website, including help and advice features and anything else that the Committee consider appropriate.
Reminds members to pay their subscriptions (renewal due 1st January).
Liaises with NAS.
Treasurer (may be combined with Secretary roles as above)
Maintains a bank account in the name of FLAG, cheque book and simple accounting records showing all income and expenditure.
Receives subscriptions and monitors those paid direct to the bank account.
Controls expenditure by prior approval of spend items.
Presents an audited annual account to the AGM, together with an itemised schedule of payment items and receipts.
Arranges for an audit of the accounts annually. The auditor shall not be the Chairperson, Secretary or Treasurer.
Ensures that Committee Officers who are signatories and authorised controllers of the bank account online shall not include the auditor.
Site Steward (roles may be shared between two or more people)
Liaison with the Council.
Allots vacant plots in liaison with the Council officer who manages the Council waiting list.
Introduces new plot-holders to site.
Maintains a site plan and notifies the Secretary of changes to tenants’ details
Addresses problems such as those relating to boundaries, signage, and accessibility of main paths.
All Committee members (and co-optees) can:
Muster working parties for clearance, improvement and other tasks.
Organise repair and maintenance of shared machinery
Keep track of machinery loaned and returned
Organise social events
Sanction operation of a FLAG members WhatsApp group.
Arrange to co-operate with gardening associations, resident groups and environmental organisations when merited.
